może skull zmień na ID głowy gracza  ( nie pamiętam )  / możliwe 

&4  >>   »     << &c Wlasciciel    ten znak nw bo jak ja w socreboard takie coś miałem to mi nie działał 

Nie można dać konkretnej głowy. Musisz jedynie dać samo skull.

Albo możesz że gdy wpisze komendę np /glowa to wykonuję się ->  /give [nick albo @p] 397 1 3 {SkullOwner:KGaZ} (i tu lore)
