In this case, it can be used in "on region enter" event etc. Anyway, You can fiddle with checking permissions, or limit yourself to only checking the name of the region, because in this event you can

You told us, that this event can be used only in 'region enter' event. That's not true!

Nie napisałem, że tylko. Użyłem "etc", tu masz znaczenie ze wikisłownika

Bo jak widzisz wyżej, np. dla place eventu, ten warunek nie ma zastosowania.
