Błąd z tworzeniem plików

Napisałem taki kod:

  if file "plugins/Dropskript/config.yml" doesn't exists:
   create file "plugins/Dropskript/config.yml"
   if file "plugins/Dropskript/Skript fully created by heyn.txt" doesn't exists:
    create file "plugins/Dropskript/Skript fully created by heyn.txt"
    wf "## Cały skrypt zrobiony przez heyn. ##" to "plugins/Dropskript/config.yml"
    wf "######################" to "plugins/Dropskript/config.yml"
    wf "######################" to "plugins/Dropskript/config.yml"

ale tworzy mi folder, tylko że plików mi nie robi  pomożecie ?
